The Chamber or Authorising Body will only recognise your PDF documents if they are sent via eCert Direct or eCert Submit. Please see Software Vendors for more details.
eCert technology can electronically sign and stamp any documents, including Certificate of Origin, Commercial Invoice and Packing List, however your Chamber or Authorised Body will let you know which documents they are able to process.
Not all countries accept Electronic stamping however we expect that your Authorising Body or Chamber of Commerce will act on your behalf to change to Electronic processing.
Electronically stamped Certificates returned to the Exporter should be printed onto plain A4 paper using good quality colour inkjet or laser printers, which faithfully reproduce the received document.
The Agreement establishing the ASEAN-Australia-New Zealand Free Trade Area (AANZFTA) was signed in Thailand in February 2009 by Australia, New Zealand and the following ten member countries of ASEAN:
• Brunei, Burma (Myanmar), Cambodia, Indonesia, Laos, Malaysia, Philippines, Singapore, Thailand and Vietnam.
While the agreement entered into force on 1 January 2010, the following countries have notified other Parties of their ratification and are therefore Parties to AANZFTA from 1 January 2010:
• Australia, Brunei, Burma (Myanmar), Malaysia, New Zealand, Philippines, Singapore and Vietnam.
The remaining ASEAN countries (Cambodia, Indonesia, Laos and Thailand) are working to ratify AANZFTA at the earliest possible opportunity in 2010. The Agreement will enter into force for these Parties 60 days after the dates of their respective notifications.
AANZFTA provides for extensive commitments on the reduction and elimination of tariffs. Tariffs will be eliminated on a high percentage of tariff lines in all AANZFTA Parties. Most tariffs will be progressively phased down until they are eliminated. The tariff commitments in the Agreement only apply to those goods exported by an AANZFTA Party which meet the applicable rules of origin (ROO).
Under AANZFTA, a process has been established through which exporters apply for and obtain a Certificate of Origin (CO) that officially attests to the eligibility for preferential treatment of the product they intend to export to another AANZFTA market. A template of the AANZFTA Certificate of Origin is attached.
In Western Australia, exporters who have determined that their goods are eligible for preferential treatment may apply to CCIWA for an AANZFTA Certificate of Origin (CO) by first completing and returning the AANZFTA Exporter Registration Form CO4A (Attached). This is a “once only” requirement. Subsequently, only the completed and signed CO form need be presented for certification.
At this stage AANZFTA Certificates of Origin cannot be issued electronically (ie eCertify / Ozdocs CertConnect).
